As artificial intelligence reshapes economies and institutions, the central danger lies in who controls AI resources and influence, not only in technical innovation or gains in productivity. Concentration of data, compute and foundational models in the hands of a few private actors is shifting decision-making power away from democratic institutions. That redistribution of capability threatens markets, public administration and the state’s capacity to govern effectively.

Private Firms Outpace State Oversight

Rapid advances in large-scale AI systems have left many regulatory bodies unable to match technical capability or speed. Private companies increasingly own the chips, cloud infrastructure and base models that underpin modern AI, creating de facto control over what tools and services are available to competitors and governments. When parliaments, courts and supervisors cannot fully understand or test the systems they must oversee, traditional accountability mechanisms weaken.

This technological asymmetry is compounded by the pace of deployment across sectors from finance to public services. The result is not merely a lag in rule-making but a structural shift: firms with proprietary models gain leverage over economic and informational flows that previously sat inside democratically accountable institutions. That concentration of capability alters bargaining power and policy outcomes in ways voters and elected officials may struggle to correct.

Military Uses and Targeting Concerns

AI is increasingly embedded in national security operations, raising questions about the delegation of high-stakes decisions to systems designed and operated by private or opaque actors. Reporting from recent years has flagged cases in which AI tools were used to identify targets or accelerate campaign planning, prompting diplomatic and legal reviews. The speed and opacity of such systems heighten the risk that errors or biases in data and models produce grave consequences on the battlefield.

Beyond deliberate uses, failures in verification and data integrity have led to tragic outcomes during conflicts, underscoring the limits of automated checks in complex environments. As militaries integrate AI into planning and targeting, the chain of command and legal responsibility can become muddled when proprietary algorithms shape actionable intelligence. This creates a new fault line between democratic oversight of force and private technological control.

Algorithmic Administration Becomes a Black Box

Governments are adopting AI tools for fraud detection, benefits administration and law enforcement, but deployment has sometimes produced rights violations and wrongful classifications. Court rulings in Europe have curtailed some automated social-inspection systems after finding they infringed civil liberties, and other public-sector algorithms have mislabelled large numbers of citizens as suspicious. When citizens cannot inspect how systems reach decisions, remedies and due process suffer.

The opacity problem extends to procurement and auditing: many public authorities lack the expertise or legal powers to demand model access, source data or independent verification. Without mandatory transparency, external researchers and courts cannot reliably assess whether systems embed discrimination or systemic error. This erodes public trust in both technology and the institutions that rely on it.

Economic Concentration Fuels Inequality

The economic impact of AI is likely to be highly uneven unless policy intervention redistributes gains and access to capabilities. Scholars and institutions warn that technological change frequently magnifies existing inequalities when the benefits flow primarily to capital owners and top firms. Ownership of data, specialized talent and large-scale compute creates entry barriers that can entrench market power and concentrate wealth.

International organizations such as the OECD have highlighted how control of data and compute resources shapes which firms can compete and innovate. If only a small set of corporations controls foundational models, they can set technical standards, pricing and access terms that shape entire industries. That market power translates into political influence and greater capacity to shape public policy in their favor.

Labor Markets and Algorithmic Management

AI exposure is transforming employment in asymmetric ways, with some occupations augmented and others displaced at the margins. Empirical research shows that firms most invested in AI tend to restructure remaining roles and reduce layers of non-AI-intensive employment, creating pockets of job contraction even as aggregate productivity rises. Workers increasingly face algorithmic management, which can intensify surveillance and narrow the scope for bargaining over conditions.

Projections for Europe suggest a sizeable share of the workforce could soon operate under algorithmic oversight, reshaping workplace norms and oversight needs. Absent proactive retraining programs, stronger labor protections and rules governing automated decision-making, these transitions risk widening income and power disparities across the labor market.

Regulatory and Democratic Challenges Ahead

Policymakers face a dual task: preserve the benefits of AI while preventing private consolidation of strategic capabilities that undermine democratic control. Regulatory tools must go beyond disclosure alone to include enforceable obligations on access to models for public-interest audits, limits on monopoly practices for core compute and data resources, and stronger antitrust scrutiny of acquisitions that lock in control. Democratic institutions also need sustained investments in technical expertise to conduct independent assessments and litigation.

Preventing a drift of power from democratically accountable bodies to opaque private actors will require new legal frameworks and international coordination. Transparency, auditability and public stewardship of critical datasets and compute infrastructure are policy levers that can rebalance influence. Without intentional measures, the political economy of AI risks entrenching a narrower set of gatekeepers whose decisions shape economies and civic life.

As artificial intelligence expands its reach into military systems, state administration, markets and workplaces, the central question for democracies is not only how smart the machines become but who holds the keys to their operation. Addressing that question now—through law, investment in public capability and international cooperation—will determine whether AI strengthens public welfare or concentrates power in ways that weaken democratic governance.
